The cartoon shows the Democrats, the GOP, and the Tea Party in a game of rock, paper, scissors. The GOP scissors supports budget cuts over the Democrats, which is beaten by the Tea Party's rock. Therefore, Mr. Bagley supports the populist ideology of Tea Party members. Thus to be considered a populist one is in support f reduced government spending, which correlates to their opposition to taxes, and this in turn will lower national debt and federal budget deficit. They also, support the constitution mainly in its strong sense of liberty and freedom of expression.
